Developing resilience in rural communities

This is a huge topic with great potential to reduce stress in rural areas. I have recently prepared a paper on this subject focusing on the good things the West has done  .Published in part here.
The main reason why the West has been slow to improve resilience study in the last decades is because political leaders have tended to be fascinated by market models .
Ecomia is much more complex than that . For example competition is a useful and necessary competent of modern industrial  imperatives,  but it is not the be all end all . Real politics must keep finding ways to respect cooperative processes and factor them in.
The West's unwise and unrealistic expectation that market driven solutions will solve all our problems blatantly ignores the sensitivity of the ecosystems which underpins agricultural production systems and the importance of governments as agents of protection of the vulnerable.
